The 2025 Wisconsin high school football season has officially concluded as the state championships at Camp Randall Stadium in Madison are now over.
Arrowhead Warhawks takes the No. 1 spot in the final Wisconsin Top 25 rankings after winning the Wisconsin Interscholastic Athletic Association (WIAA) Division I championship in a thriller against Bay Port. Just behind Arrowhead is West De Pere, which ended up winning the Division II title, at No. 2 in the latest Top 25 Wisconsin high school rankings, according to Massey. Here are the final Wisconsin high school football Top 25 rankings for the 2025 season, according to Massey as of Dec. 1.
1. Arrowhead Warhawks
Arrowhead Warhawks (13-1) needed every second and minute of the D-I state championship to edge out Bay Port in a 18-15 win. The Warhawks held off the Pirates as they went for the win on the game’s final play, holding on for the state title.
Jacob Siner (974 yards, 11 touchdowns) was the driving force behind Arrowhead’s offense this season and along with fellow back Jebari Craig Jr. (580 yards, eight touchdowns). Arrowhead starting signal caller Nolan Hanson (109 of 178 passes, 1,581 yards) has been steady with wide receivers Logan Crowley (25 catches, 360 yards) and Ryan Heiman (33 catches, 585 yards) leading the way.

The West De Pere Phantoms didn’t need to eke out a win in the D-II state championship game like they had in the state semifinal the week before, defeating Notre Dame De La Baie Academy, 28-14, capping an undefeated 2025 season.
In what was a nail biter the week before the state title game between West De Pere (15-0) and Homestead (12-1), it would be the Phantoms coming away with the narrow 35-34 victory in the Division II state semifinals game.
The Phantoms’ offense was as good as they come in Wisconsin, averaging 40.9 points per game this season behind the play of quarterback senior quarterback Patrick Greisen, who has completed 262 of 392 passes (66 percent) for 3,873 yards and 49 touchdowns. Ryan Lutz led the ground game all season long for West De Pere, with senior tailback rushing for 1,910 yards on 253 carries and 28 touchdowns.

The Muskego Warriors (11-2) saw its quest to reach the Division I state championship game come to a complete halt in last week’s state semifinals loss to Bay Port, 38-35.
Muskego got off to a much better start and a few weeks ago upended top-ranked Arrowhead, 21-17. The Warriors had been playing very well defensively, allowing just 123 points this fall through 10 games before facing Bay Port. Muskego pulled off a 38-21 win over Mukwonago a few weeks ago and looked to be on their way to competing for the Division I crown.
4. Bay Port Pirates
The Bay Port Pirates (11-3) were a fourth down conversion touchdown pass away from winning a state championship.
AdvertisementAdvertisementAdvertisementPirates head coach Steve Jorgensen decided to go for the win in the waning moments of the D-I state championship game against Arrowhead, failing to convert and falling, 18-15.
The only other losses Bay Port has had on the season came against No. 2 ranked West De Pere and Kimberly during the regular season. Since the loss to the Papermakers, the Pirates have been rolling and were winners of five straight games heading into the Division I state championship game. Bay Port’s offense finished the season averaging 43.4 points per contest.
5. Waunakee Warriors
Waunakee (12-1) saw their season end a few weeks ago to eventual Division I state champion Arrowhead in a narrow 19-17 decision.
AdvertisementAdvertisementAdvertisementThough Waunakee saw its postseason end just a step before the state championship game, the Warriors were right on the precipice of winning it all and will be a contender once again in 2026.
The Warriors’ defense had been easily one of the best in the state, only yielding 155 points through 13 games. Senior quarterback Cole Krause had been the key component of a Warriors’ offense that averaged an impressive 38.6 points per game.
